War Crimes

• As head of the Intelligence Directorate (Mukhabarat) in Kuwait during the Iraqi occupation between August 1990 - March 1991, responsibile for gross violations of Geneva Convention IV Relative to the Protection of Civilian Persons in Time Of War carried out by the Mukhabarat including murder, torture, rape and deportation.

• Involved in the brutal repression of the Uprising which followed the Gulf War in 1991 including mass executions, torture and widespread destruction.

Crimes Against Humanity

• As a member of the National Security Council he bears command responsibility for all crimes committed under the authority or acquiescence of that body.
