War Crimes
  • As Governor of Kuwait during the latter part of the occupation, November 1990 - March 1991, responsible for gross violations of Geneva Convention IV Relative to the Protection of Civilian Persons in Time Of War committed by Iraqi forces during that period including murder, torture, rape and deportation.
  • Took part in the brutal repression of the Uprising which followed the Gulf War in 1991 which included mass executions, torture and widespread destruction.
Crimes Against Humanity
  • Responsible for acts of wanton destruction, repression and deportation carried out by Iraqi government forces in Kerbala and Najaf whilst he was governor of those provinces.
