 | War Crimes
- As Military Governor of Kuwait
during the initial occupation, August 1990 - November 1991, responsible for gross violations of Geneva Convention IV Relative
to the Protection of Civilian Persons in Time Of War including murder, torture,
rape and deportation.
- Took a leading role
in the brutal repression of the Uprising which followed the Gulf War in 1991
which included mass executions, torture and widespread destruction.
- As commander for the Northern
Region, he ordered the chemical weapons attack
on the town of Halabja in Northern Iraq which resulted in the death of around
5000 people.
Crimes Against Humanity
- Responsible for continuing
atrocities against the southern Shi'a population, particularly in Basra and
Nassiriyah.
- As a member of the National Security
Council he bears command responsibility for all crimes committed under the
authority or acquiescence of that body.
Genocide
- As Secretary of the Ba'ath Party's
Bureau for the Organisation of the North, he bears responsibility for the
genocidal Anfal campaigns against the Kurds, including chemical weapons attacks,
destruction of villages and the rural infrastructure and mass executions.
